Sweet Celestia, I'm sooo tired of being sick all the time. I have a bunch of requests and ideas, but i simply can't work as hard as I have to. It's like torture. Anyway, here's my new fanart. Hope you like it!
Well, overall very good job. The vision is slightly "empty", but I can see where you were coming from. Sweetie-Belle looking adorable whilst her older and more mature sister looks gorgeous: isn't of the most original, many devianters have already portrayed the both of them doing activities together, but this one is relatively new. The technique is wonderful, the lines are clean yet have a slightly "sketchy" look to them, making the image warmer and more appealing. The movements are very well executed, when looking at Sweet-Belle I can almost see her prancing around, whilst Rarity watches in a calm a mature way. You stuck with the original colors and design of "My little pony friendship is magic", whilst still adding in your own style and tastes. Their legs are longer than in the show, but this gives them an elegant and refined look, personally I find it looks better. It gives them a more real horse look while still keeping them "magic". You executed Rarity's shadowy yet chic makeup on her eyes wonderfully, even better than on the show. Sweetie-Belle's eyes look slightly more "plastic" with much less depth than Rarity's, almost as if you had rushed to finish them, I would suggest re-doing them. The water is done quite well, it looks truly and absolutely real. I have to say, my favorite part out of all of the drawing is their manes, they are just gorgeous ! Rarity's falls straight with the rain, proving that she curls her hair, whilst Sweetie-Belle's stays a little wavy, proving that her curls are natural. If anything on the technique, I would say that Rarity looks slightly on the "stiff" side. Even though she doesn't move much, she always has this graceful demeanor, here she simply looks stiff, as if stuck in place, not "flowy" like little Sweetie-Belle. For the impact, I have to say, you did a great job, this invokes a slightly nostalgic, happy, yet slightly sad emotion. Although it is mostly "cute". Overall you did a wonderful job, I would suggest trying to work on the 'depth' of your art work, try to make it more emotional and deep.

Shading-wise, the lighting is really good. If there's one thing I'd change in that department, it's probably subduing the white highlight on the eyes just slightly - would figure that a rainy weather there would not be such an obvious single source of light either. But that's really just nitpicking from me (I'm obsessed, at times, with drawing as realistic eyes I can).
Rarity's body shape seems slightly short for so long-legged, but... err, once again, my sense of anatomy vs. what is probably an intentional stylistic choice. So feel free to ignore that bit - though her cutie mark seems to have dragged a bit down.
Onto the stars: Vision, well... this is a Really Good Take on the good ol' "Sisterhooves Social: wetmane", not really much to say about that. The clear characters vs. less clear background is great though.
Originality: As original as any pony art picturing something that just short of happened in the show itself. Really good in that light, if not terribly original otherwise.
Technique: As said, utterly love the water effects: the rain, the little splashes and especially the reflection. And the wet manes themselves look amazing, particularly Sweetie's. The eyes could probably stand to be slightly darker, given that it IS raining, but that's also probably excusing that they are, in fact, pastel marshmallow ponies. The rest of the possible negatives I'd have are about anatomy nitpicks from anatomy-obsessor which are fairly pointless to mention probably.
Impact: The meat and potatoes (carrots and hay fries?) of this pic: it hits a Rarity-Sweetie Belle fan like me... like a runaway freight train of cuddly d'awwsomeness. Really inspiring pic - heck, I think I may try my own hoof at drawing this kind of take on the pair sometime soon thanks to this!

Hard work and talent come together to make this absoultuelty beautiful. The detail on their fur, as well as, on their manes and tails is wonderful. The final touch is the refelctions in the water, something a lot of people forget about.
